The research reviews the current mechanism of sub-national budget allocation and settlement in the context of the accountability of functionsof the Commune/Sangkat administration.The emphasiswas placed on effectiveness, and accountability of public service delivery as aresult of the principles and practice of the subnational budget allocation system. The Government of Cambodia has established laws, strategic frameworks and provided technical guidance and a clear support of the public financial management reform program and support for the Commune/Sangkat development andinvestment plans.The strategy of turning budget management from a centralized and input-based system to a decentralized and results-based system with the purpose of linking the budget to policy and resource allocation, and enhancement of public service delivery in terms of reliability, effectiveness, and responsiveness may take more time to be achieved.;
